Dobilas Kirvelis

HP Dr., Prof. Dobilas Kirvelis (1962 – 2014) was a lecturer, associate professor, professor at the Dept. of Biochemistry and Biophysics of Vilnius University and, at the same time the founder and scientific director of the Biophysics-Neurocybernetics research lab. Graduated from the Kaunas Polytechnic Institute, Faculty of Electrical Engineering, in Mathematical Devices (Computers). He prepared and taught Biophysics (as the Theory of Living Organized Systems, Textbook Biophysics, VUL 2007), and Neuro-Informatics (CD, 2008). In 1964-1967 he studied Bionics for doctoral studies at the Moscow Institute of Control Problems, later he interned at Moscow University in Biophysics as the theory of Biological Systems. In 1989 – 1994 was the Dean of the Faculty Natural Sciences of Vilnius University. In the period 1998-2011 principated annually  at the World Scientific CASYS (Computing Anticipatory Systems) Conference, organized by the University of Liege (Belgium), he was a participant, speaker and a member of the International CASYS Program Committee. Scientific research and their publications are devoted to several interconnected thematic, theoretical directions: Origin of Bio-Information and Regulation; Neuro-Cybernetics and Modeling of Neural Networks; Functional Organization of Neurostructures of the Visual Analyzer; Theory of Organized Systems; Concept of Closed-Loop Coding-Decoding in Biological Systems; and in recent years – Information Soft Technologies of Life, Evolution as Bio-Recursion Computer and Brain-BLOCKCHAIN ​​​​of Organisms. In addition, as a hobby, he develops the possibilities of the living principles functional organization and management of life, implementing them in practice, improving social political systems: - transformation of the Democracy by Neuro-Cybernetics to Social-Meritocracy. The most important publications have been published in AIP (American Institute of Physics), "Hayka" Moscow, Springer scientific publishing houses.
